The Congressional Resource Program incorporates many of the ongoing activities of CCAI and serves as an informational and education source to policymakers. Through both direct service and referral, CCAI assists members of Congress as they seek to draft positive foster care and adoption-related legislation and to meet their constituents’ needs.
To that end, CCAI regularly organizes congressional briefings, meetings, and roundtables on Capitol Hill to provide members of Congress and their staff with relevant materials, resources, and up-to-date statistics on domestic and international adoption and foster care-related issues. These forums provide ideal opportunities for the child welfare community and government organizations to communicate with Congressional members and staff. The content and focus of these meetings and briefings include, but are not limited to, current developments in the child welfare arena and procedural and financial obstacles that hinder the adoption process. Through these briefings and ongoing communications, CCAI strives to benefit members and their staff as they seek assistance or make inquiries on behalf of the constituents they serve.
CCAI additionally exists to serve the Congressional Coalition on Adoption (CCA), the largest and most active caucus in the US Congress. CCAI provides over 200 members of the CCA relevant materials, resources, and updated information on domestic and international adoption and foster care issues, as well as updates on child welfare legislation. Upon request from congressional offices, CCAI disseminates informational materials, such as letters seeking Congressional support, legislative summaries, and fact sheets to all CCA members. CCAI also maintains ongoing communications with Congressional offices via e-mail, fax, and through its interactive website to keep offices abreast of adoption-related issues which may affect their constituents.
