Kathleen Strottman comes to her role as the Executive Director of the Congressional Coalition on Adoption Institute (CCAI) after serving for nearly eight years as a trusted advisor to Senator Mary Landrieu (D-LA) and then as an associate at Patton Boggs, LLC. As the Senator’s Legislative Director, Kathleen worked to pass legislation such as the No Child Left Behind Act, The Medicare Modernization Act, The Inter-Country Adoption Act, The Child Citizenship Act of 2000, The Adoption Tax Credit and the Family Court Act. Throughout her career, Kathleen has worked to increase the opportunity for positive dialogue and the exchange of best practices between the United States and countries such as China, Romania, Russia, Guatemala, Honduras, El Salvador, Ethiopia and India.  Kathleen regularly presents at national and international child welfare conferences and has appeared on CNN, FOX News, CBS, NBC, C-SPAN, PBS and numerous other media outlets.  She is also a regular contributor to Adoption Today magazine. In 2010, Kathleen spearheaded The Way Forward Project, a project to stimulate dialogue among child welfare experts, government leaders, and investors on the need for family-based care, chairing the project’s Working Group on Legal, Government and Social Infrastructure. Kathleen attended Whittier Law School's Center for Children's Rights where she graduated with honors and received a state certified specialty in juvenile advocacy. A member of the Whittier Law Review, Kathleen published an article entitled "Creating a Downward Spiral: Transfer Statutes as Answers to Juvenile Delinquency.”  Kathleen received her bachelor’s degree in political science from the College of the Holy Cross and went on to serve as a Jesuit Volunteer.  She and her husband, Matt, are the proud parents of three children, Grace, Noah and Liam.

Allison Cappa, Director of External Relations

allisonAllison joined CCAI in September of 2010 as the Director of External Relations.  In this role, Allison oversees the Angels in Adoption Program, Congressional Santa Wish List program with CASA of DC, coordinates various events for the organization, and manages the communications department.  Allison comes to CCAI after serving as the Associate Director of Marketing at a Washington, DC-based trade association and brings with her experience in communications, media relations, and fundraising.  She graduated with a B.A. in Communications.  In her spare time, Allison enjoys traveling, cooking, and entertaining.

 
Brooke Birkey, Office Manager
bio pic-brooke Brooke Birkey is the Office Manager for CCAI. Brooke is a graduate of the University of Central Florida with a B.A. in Political Science with a concentration in pre-law. Brooke began her work with CCAI in 2011, managing the accounting, providing technical assistance, acting as the intern coordinator, and assisting with programs. Brooke comes to CCAI with administrative, legal and fundraising experience after working as a paralegal for several years and most recently serving as a development assistant on a congressional political action committee.

 

 
Becky Weichhand, Director of Policy

Becky came to CCAI in 2008 from the beautiful Great Lakes State of Michigan.  She has a J.D. from Regent Law, and is licensed in Virgina. Prior to coming to CCAI, Becky worked with several of the premier child welfare law firms and policy organizations in the U.S., including the Alliance for Children’s Rights and National Council for Adoption.  She also frequently travels internationally to study and work with orphan care programs in other countries.  Becky is thrilled to join CCAI in serving and educating Members of Congress and their staff on the issues about which she is the most passionate.  She directs CCAI’s Congressional Resource Program and 20/20 Vision Program and has coordinated congressional delegations to Los Angeles, the United Kingdom, Ethiopia and Guatemala. Becky also managed The Way Forward Project (www.thewayforwardproject.org), a project focused on highlighting the need for family-based care of children in six African nations.
