Welcome to CCAI
The Congressional Coalition on Adoption Institute (CCAI) is a nonprofit, nonpartisan organization that was founded in 2001 by advocates of children in the U.S. and around the world in need of families. These advocates sought to match the commitment of members of Congress' Adoption Caucus, the Congressional Coalition on Adoption (CCA), with the information and resources needed to make the dream of a family a reality for every child.
When Members of Congress and other policymakers hear direct experiences of those affected by child welfare policy, they become engaged in this issue and work to bring about legislative improvements to ensure each child's right to a family is realized. |
Mission
The Congressional Coalition on Adoption Institute is dedicated to raising awareness about the millions of children around the world in need of permanent, safe, and loving families and to eliminating the barriers that hinder these children from realizing their basic right to a family.

Our vision is a world in which every child knows the love and support of a family.
The Adoption Caucus
Created in 1985, the CCA is the largest bicameral, bipartisan caucus in Congress, offering a wide range of programs and holding numerous events throughout the year to engage Members of Congress on adoption policy and programs. Over 150 Members of Congress have joined and are actively engaged in supporting legislation and policy that improves the lives of children and families in the United States and around the world. The CCA is deeply committed to bipartisanship, and brings together Democrats and Republicans in the House and Senate with the shared goal of ensuring all children know the love and support of a family.
Over the last 30 years, CCA Members have led Congress in the passage of historic legislation that has positively impacted the lives of children including: The Adoption and Safe Families Act of 1997; the John Chafee Foster Care Independence Act; the Promoting Safe and Stable Families Act; the Hope for Children Act; and the Intercountry Adoption Act.
